The Poles, in turn, borrowed the word from the Czechs, their “dandy” is an abbreviation of the name Frantisek or Francis. By the way, Frantisek is also a hero of folk tales, like our Ivan the Fool. So, despite the name's infamy, it's not that bad. And the dandies have always had a hard time, they had to put up with the misunderstanding of the majority.

This is only part of the interpretation. Now it's up to the modern meaning of the word "dandy": "a person who loves to dress up, a dandy." I must say that they mostly talk about men this way.
Again, it attracts like a magnet the question of why the dandies do not want to understand. Maybe it's all about ordinary human envy? What a good hypothesis. After all, a dandy is not only some outfits, it is a certain lifestyle that is simply not affordable for those who look at a fashionista. Although O. Henry also has heroes who work hard all week, and go out on weekends (and even then not every time), dressed up in style. Is it dandies? No, they can't be called that.
