Everyone who is a road user must comply with certain requirements. They are installed to preserve the life and he alth of people, to prevent damage to vehicles and other property.
General culture of road users
Subjects are prohibited from polluting and damaging sections of the roadway, render unusable, remove or install traffic lights, signs and other technical means. It is not allowed to create artificial obstacles, block the passage, leave objects on the tracks that can interfere with the movement of people and vehicles.
Road user: SDA
Regulatory requirements are mandatory for all entities located in the carriageway zone. A road user is a person who travels on foot or in a vehicle. Regardless of how exactly the movement occurs in the carriageway zone, the subject must comply with the requirements of traffic lights and signs, ordersregulators, the provisions of regulatory documents. If a person is outside the vehicle and does not perform work on the section of the route, then he acts as a pedestrian. A road user may use a wheelchair without a motor. This category of subjects also includes a person who drives a cart, sleigh, moped, motorcycle, etc. The person driving the vehicle is the driver, the person sitting next to or behind is the passenger. A road user must move along the established lanes, sections, crossings.
Permitted seats
Regulations for the safety of road users require people outside vehicles to use sidewalks and special paths. If they are missing, you can move along the roadsides. A cyclist - a road user - must use special lanes along the edges of the carriageway. Movement is allowed both along and against the direction of vehicles. Outside settlements, in the absence of specially designated lanes and roadsides, it is allowed to go towards the traffic flow along the edge of the road.
Crossing the roadway
It has special sections where a road user can move. These are places marked with appropriate signs or markings (or both). On such sections, people cross the roadway. In the absence of markings, the width of the transition is set by the distance between characters. At the crossroadsYou can cross the roadway along the line of shoulders or sidewalks. Outside the settlements, the transition is allowed to be carried out by choosing the shortest path. At the same time, the roadway should be clearly visible in both directions. If there is a working traffic light or traffic controller, the transition is carried out according to their signals.
Moving groups
The behavior of road users should not create an emergency situation on the roadway. In this regard, groups can move along the right side of the route in columns. In each of them there should be no more than 4 people in 1 row. Accompanying persons must move on the left side in front and behind the column. In the daytime they follow with red flags, in conditions of poor visibility or at night - with burning lanterns (white in front, red in the back). Groups of children can only move when accompanied by adults and only on footpaths and sidewalks. In the absence of such sections, it is allowed to move along the roadsides, but in the daytime. These are the main responsibilities of road users outside the vehicle.

At unregulated crossings, pedestrians are allowed to enter the road only after they estimate the distance to approaching vehicles and the speed of cars. It is necessary to make sure that crossing the roadway will not endanger their life and he alth. When crossing the road outside the marking zone, pedestrians should not interfere with the movement of the vehicle. It is forbidden to get out from behind a static vehicle or other object that restrictsvisibility, without first making sure that there are no approaching cars. Upon entering the traffic area, a person should not linger or stop, unless it concerns safety. In the event of a car approaching with blue signals or beacons of red and blue colors turned on, as well as equipped with a special soundtrack, people crossing the section must stop and allow these vehicles to pass. Those who are going to cross the road should refrain from moving. Waiting for a fixed-route taxi or other scheduled vehicle is carried out at special stopping points. Such places are equipped with landing sites raised above the roadway. In the absence of such points, you can expect transport on the side of the road or sidewalk.
What can be done in the traffic area?
Regulatory acts establish certain rights of a road user. Subjects in particular can count on:
- Getting medical attention in case of an accident.
- Participation in direct traffic on the road in the prescribed manner.
- Compensation for damage they have received or caused to their property.
- Ensuring safe driving conditions.
- Obtaining all necessary information from authorized officials and structures. In particular, everyone who is a road user can be familiar with the reasons for the introduction of certain restrictions or prohibition of movement through the sections,information on the quality of work, services and products related to ensuring proper conditions in the carriageway area, and so on.
- Appeal in the manner prescribed by law for inaction/action of traffic police officers.
Drivers
They are also subject to the Rules of Conduct for Road Users. First of all, when driving onto the roadway, the driver must have with him documents, the list of which is established by regulatory enactments. It should have:
- Driver's license/temporary permit.
- A document certifying the right to own a vehicle.
- Accompanying papers for the cargo / waybill (in specified cases) and so on.
Technical condition of the vehicle
The first thing a driver should do as a road user is check the vehicle for faults. This must be done before leaving the roadway. On the way, the driver must ensure that the vehicle is in good condition in accordance with the Basic Provisions governing the admission of vehicles to operation. Not allowed to leave with faulty:
- brake system;
- steer;
- coupler (in train);
- windshield wiper on the driver's side.
It is not allowed to drive with off or missing headlights and tail lights on sections of roads not equipped with sources of artificial lighting, with insufficient visibility orin the dark. In case of malfunctions of the vehicle on the way, the driver must eliminate them. If this is not possible, he should proceed to the place of repair or parking in compliance with the established precautions.

There are the following rules for the behavior of road users in an accident:
- The driver involved in the accident must immediately stop the vehicle, turn on the emergency lights, put up the appropriate sign. It is not allowed to move items related to the accident.
- The driver must take the necessary measures to provide first aid to the victims, call a medical team.
In emergency cases, the victims should be delivered by passing transport to a medical facility. If this is not possible, the wounded are transported in their own vehicle. Before this, it is necessary to fix the location of the vehicle on the road, objects and traces related to the accident in the presence of witnesses.
Prohibitions
There are a number of restrictions that a road user must comply with. These are vehicle control bans:
- In a state of drug, alcohol and other intoxication.
- Under the influence of drugs that reduce attention and slow reaction.
- Tired or sick.
In general, we can say that any road user should not appear on the roadway in this state. Definition of driver intoxicationcarried out with the help of special technical means. A citizen who is drunk driving is subject to administrative sanctions. In case of repeated violation, he faces criminal liability. It is not allowed to transfer control of the vehicle to a person who is in any of the above states. It must be remembered that everyone who gets behind the wheel and drives out onto the carriageway acts as a road user. The determination of the legality of driving a vehicle by a particular citizen is carried out by the presence of a driver's license. In the absence of a proper document, the person is recognized as a violator of the established requirements. It is not allowed to voluntarily transfer the vehicle to subjects who do not have a certificate for the right to drive a car. While moving in the area of the carriageway, the driver is not allowed to cross the columns (including on foot) and take a seat in them.
Persons in the vehicle next to or behind the driver
Separate requirements are set for passengers. In particular, they must:
- When traveling in vehicles equipped with seat belts, fasten them. Wear a fastened helmet when riding a motorcycle.
- To carry out disembarkation and landing in transport from the side of the roadside or sidewalk after the complete stop of the vehicle. It is allowed to carry out these actions from the side of the roadway, if this does not endanger traffic safety and interfere with other participants.
Established for these persons and certain restrictions. The passenger is not allowed to distract the driver duringwhile driving a vehicle while driving. It is not allowed to be on the sides or cargo above them when moving on a cargo vehicle, open car doors while driving.
Traffic lights
They belong to the category of technical means designed to organize traffic on the road. Traffic lights are used to regulate the sequence of traffic on the roadway. Other equipment can be used with these technical means. For example, these could be:

The traffic lights installed on the sections of the carriageway use 4 colors of light signals: red, green, yellow (the most common) and white-lunar. The appearance of the technical means depends on the purpose. So, the designations can be in the form of an arrow, a circle, a silhouette of a cyclist or a person, X-shaped.
Signal values
- Green light allows movement. When the time allotted for one thread ends, the signal starts flashing.
- Yellow light prohibits movement. It alerts you to upcoming signal changes. If a yellow light flashes at a traffic light, this indicates an unregulated intersection. However, movement is allowed.
- Red, flashing, including prohibits movement on the roadway. When this signal is combined with yellow, movement is also not allowed. Thus, a warning is expressed about the imminent inclusion of greenlight.
If the signal is made in the form of a silhouette of a person, its action extends to people outside the vehicles. As a rule, red and green light is used in pedestrian traffic lights. The first prohibits, and the second, respectively, allows the crossing of the carriageway. If the red signal turned on at the moment when the pedestrian is on the line dividing the lanes of cars, then he must remain there until the green one appears. Additionally, traffic lights for persons outside the vehicle can be equipped with sound signals. In some cases, there is no special technical device for pedestrians on the roadway. In such situations, you should be guided by traffic signals for vehicles.
Important moment
If a vehicle has stopped or slowed down before a pedestrian crossing, other vehicles moving in the same direction may continue after the drivers make sure that there are no people crossing the roadway at the markings. For people outside the vehicle, there is a pre-emptive right. In particular, at a controlled crossing, when the green signal is turned on for drivers, they must allow pedestrians to complete the crossing. If the intersection is not regulated, the vehicle waits for people to cross the road before starting to move.
Controller
This is a person who is vested with certain powers, within the framework ofwhich it organizes traffic on the road. To regulate flows, special signals are used. They are set out in the rules. The traffic controller must wear uniform or distinctive equipment and a badge. These persons should include:
- Road maintenance workers.
- Traffic police officers.
- On duty at ferries and railway crossings in the exercise of their official powers.
Controller's signals
1. Arms down or outstretched:
- Forbid all pedestrians and vehicles from the back and chest.
- It is allowed to cross the carriageway by people, move the tram straight and trackless vehicles straight and right from the right and left sides.
2. A raised hand prohibits the movement of pedestrians and vehicles in all directions. The exception is the cases provided for in clause 6.14.
3. Right arm extended forward:
- Tram traffic is allowed to the left, and trackless vehicles in all directions from the left side of the traffic controller.
- Moving only to the right is allowed for all vehicles from the side of the chest.
- It is forbidden to drive all cars from the back and right side.
- People are allowed to cross the road behind your back.
The traffic controller may also give other signals understandable to pedestrians and drivers. For better visibility, a red reflective disc or baton is used.
Movement in residential areas
Such areas are designatedrelevant road signs. In a residential area, the movement of people outside of vehicles is allowed on the carriageway and on sidewalks. Pedestrians have priority over cars. However, they should not create obstacles and impediments to the movement of vehicles. Drivers are not allowed in the residential area:
- Learn to drive.
- Transit.
- Stand with engine running.
- Drive faster than 20 km/h.
In the residential area it is not allowed to park vehicles with a maximum mass of more than 3.5 tons, road construction equipment, tractors, buses and other vehicles outside specially designated areas. The exception is cases when the stop is related to the service of citizens living in the zone, structures, enterprises, buildings located on its territory. Areas where parking is allowed are marked with the appropriate sign - "Parking place". When leaving a residential area, the driver must give way to other road users.
