These are not scattered words, not meaningless and random sets of sounds for concepts and names. Tolkien put all his talent, deep knowledge and tremendous experience into them, he came up with adverbs professionally, according to all the rules of word formation.

All the peoples of Middle-earth and the universe of Arda in general have legends, historical chronicles, genealogies, legends about forerunners and higher beings, which are included in separate literary works or mentioned in the central one - “The Lord of the Rings”.
