The population of the city of Orel barely exceeds three hundred thousand people, but despite this, there are a large number of higher educational institutions in the city. Three universities have the status of an institute in Orel - the Institute of Culture, the Law Institute of the Ministry of Internal Affairs and the Turgenev Institute. There are also academies and universities.
Eagle Institutes. List
In total, there are six higher educational institutions and four branches of nonresident universities in Orel. In addition, some Oryol higher educational institutions also have their branches in other cities. Here is a comprehensive list of them.

In addition, branches of several Moscow universities operate in Orel. Since 1972, Oryol has been operating on the territory of Orel. Higher military command school of communications, which was previously based in a small military town in the Kaliningrad region. In the nineties, the school was reorganized and reassigned to the newly created Government Communications Agency. However, the FSO Academy received its modern name only in 2004 and retains it to this day.
All Orel institutions have state accreditation and are regularly audited by Rosobrnadzor. The educational plans of universities comply with generally accepted standards and guarantee the high quality of the education received.
Oryol State University
Oryol University is the largest and oldest university in the city. It was founded in 1931. Two years later, Oryol University was merged with Belgorod University, bringing the number of students to 315.
During World War II, a decision was made at the level of the Council of People's Commissars to evacuate the university to a safe area of the Bashkir SSR. Two years later, the evacuation ended and the university moved to Yelets.
In peacetime, the university slowly developed in accordance with the needs of the region and the country. In 1950, a department was opened to train specialists in English and French. In the mid-fifties, it became clear that more time was needed to train specialists whose knowledge would meet the requirements of modernity, and all pedagogical universities in the vast country switched to a five-year term for teacher training. This decision was taken in1956.
University in the XXl century
Today, more than 19,000 students study at the university, and the number of faculties reaches thirteen. The university also includes twelve institutes and three branches. In the 1980s, the university became the leading university in the country in preparing students from other countries.
Since 2015, the university has received the status of a flagship university, which indicates its leading position in the field of innovation in education. As part of the reform of the state universities of the city, Prioksky State University was attached to OSU, which existed as an independent institution from 1954 to 2016. The university also includes the Academy of Physical Education and the Center for Advanced Studies, as well as the Institute of Additional Education.
The administration is doing its best to rebrand the university and present it as an innovative center with a high level of training and high-quality teaching staff. But, despite this, some public organizations in the field of education indicate that quite often candidate and even doctoral dissertations are defended in bad faith at the university.
There are numerous opportunities for students to develop and improve outside of the classroom. The university has sports facilities, multimedia libraries. It is assumed that the rights of students before the administration are defended by the trade union student organization. However, its effectiveness has been questioned recently.
International exchange
Many of Orel's institutions are popular with international students due to the region's excellent balance of tuition fees, quality of education and cost of living. In total, students from 55 countries study at Oryol University.
However, there have been scandals in the history of international exchange. For example, in 2017, a German student, who already had diplomas from prestigious European universities, decided to influence the educational process of OSU, as he was dissatisfied with it, for which the administration expelled him.
But a stubborn German student sued for reinstatement and won the lawsuit. The court found the expulsion illegal and fined the university twenty thousand rubles. However, the student's visa was still denied.
But international relations are not unidirectional, and Oryol universities not only accept foreign students, although this direction is a priority, but also send Russian students to foreign educational institutions. Multilateral academic mobility is becoming increasingly important in the modern world, and without the ability to communicate with colleagues from other countries, it is difficult to build a successful academic career or international business.
One of the most important activities for the department responsible for international exchange is to attract funds from international funds to finance scientific programs conducted by students and university staff.
