In medical practice, there are many cases when the doctor doubts the diagnosis or the patient has several diseases that are beyond the competence of the attending physician. In such situations, a medical consultation is held to develop the correct treatment tactics. But meetings on professional issues are also organized by specialists from other fields of activity.
Organization of a council of doctors
Discussion of current production problems and prospects for the development of institutions and enterprises by their management and specialists are held regularly.
Meetings of specialists are an obligatory element of the activity of medical institutions, operating within the framework of the 48th article of the Federal Law "On the Fundamentals of Protecting the He alth of Citizens in the Russian Federation" dated November 21, 2011 "Medical Commission and Council of Doctors".
The meeting is documented by a protocol, which is filed with the patient's documentation. It indicates:
- composition, including specialists participating remotely;
- reasons for holding;
- information about the course of the disease and currentpatient condition;
- analysis of conducted medical studies of his he alth;
- recommendations and opinions of members of the council (general and private, special) on the issues discussed.
The meeting is convened by the decision of the doctor when he finds it difficult to make a diagnosis, or to decide whether to refer the patient to special treatment, etc. The meeting may include doctors of one or different speci alties.
Meetings of specialists of educational institutions
This form of work has proved to be effective, provided it is properly organized. A pedagogical council is a meeting of members of the teaching staff of a school or preschool institution on the issues of optimizing the educational process. Organized by analogy with medical.
It can be initiated by any member of the staff of an educational institution who considers it necessary to develop a common strategy for educational impact on a particular child, a group of children, a problem family or class.
The composition of the pedagogical council in each case includes persons who can have a real impact on the personality of the pupil, his emotional state, position in the family and in the school team. A preliminary study of the circumstances and factors of deviations in his lifestyle and actions in various areas is being carried out.
At the meeting, its participants voice their vision of the essence, causes of problems and ways to resolve them: coolleader, subject teachers, school psychologist, social pedagogue and he alth worker (if the child has he alth problems). After their discussion, specific proposals and recommendations are made to all participants in the educational process to overcome negative factors, to organize the unity of their actions, and the deadlines for the implementation of the planned activities are set.
At the end of the planned action plan, a meeting is held again, at which the results and effectiveness of the work carried out are analyzed, and a conclusion is made on the advisability of further work with the child.
What is SPMPc
This is one of the forms of work with clients of social rehabilitation institutions. By order, specialists directly involved in educational, educational, correctional work are included in the number of members of the council. Employees of other organizations and institutions may be invited if problems arise that require their professional advice (for example, lawyers).
The functions of the SPMPK include the development of individual programs for working with minors and their families. Specialists enter into it activities in accordance with their professional qualifications, indicating the timing, forms and goals of implementation. The analysis of the results is reflected in the minutes of the interim and final meetings of the commission.
At the end of the stay in the institution, recommendations are made to the individual card of the pupil for specialists at the place of residence: whether to continue work with him and his family, in what direction and volume, in what forms.
Psychological-Medical-Pedagogical Council (PMPC)
In every educational institution, in kindergartens there are children with learning and socialization difficulties. The reasons for this are obvious and hidden, based on persistent mental or physical disorders.
The content of the work of the PMPK in these institutions is to identify such children, diagnose the reasons for the lagging behind and provide them with all possible qualified assistance in case of diagnoses that make it impossible for a child to stay in a regular school or kindergarten. The council is obliged to identify and prepare documents for the psychological-medical-pedagogical commission (PMPC).
Using special techniques, specialists determine and formulate a pedagogical diagnosis, each of them, within their competence, reveals the reserves, specifics and degree of defects existing in the child (speech, psyche, etc.). Having summarized all the diagnostic results, specialists jointly develop or choose an individual program of his socialization and training. The optimal circumstances of life in an educational institution are thought out and implemented, rules and advice are formulated for parents and teachers: how to communicate, how and what to talk about with such a child, how to respond to inadequate actions, etc.
PMPK members are empowered to monitor the implementation of all participants in the correctional and rehabilitation process of their recommendations. They may invite other specialists for consultations on issues that are not within their competence.
Rules and regulations
Many parents are shocked when they receive information that their child needs an individual development program. For them, the council is a life sentence for him, since they themselves have a vague idea of the functions of the PMPK.
But the main duty of the council is to help a child at risk, his parents in building the optimal route for his development, because in Latin "consilium" means "discussion, meeting", and not "sentence and coercion".
The duties of the council members are:
- observe confidentiality, ethical standards of professional activity;
- to bring to the attention of parents reliable data on the child's condition, maintenance, progress and results of work with him;
- be guided by the law in their actions.
The council carries out its activities in accordance with the Law of the Russian Federation "On Education", the letter of the Ministry of Defense of the Russian Federation No. 27/901-6 dated March 27, 2000 "On the Psychological, Medical and Pedagogical Council (PMPk) of an educational institution", the Charter of the Educational Institution, The concept of the educational institution, the Agreement between the educational institution and the parents (legal representatives) of the student, pupil, the Agreement between the PMPK and the regional psychological, medical and pedagogical consultation (PMPC), the Regulations developed and approved by the director of the educational institution.
Parents have every right to refuse PMPK or terminate an existing contract to work with a family and a child, to reject the proposedrehabilitation program or reasonably demand changes to it.
