In pursuance of the provisions of Federal Law No. 273, mandatory advanced training and certification of teaching staff has been introduced. These procedures are carried out in relation to all employees of educational institutions, including part-time workers.

Regulatory framework

Regular advanced training and certification of teaching staff are aimed at stimulating professional and personal growth, raising salaries, and improving the quality of the educational process.

For the first time, the procedure for certification of teaching staff was approved in 2010. In 2014, it was revised and adjusted. On April 7, 2014, the Ministry of Education and Science approved the Order on the certification of teaching staff. The document is registered in the Ministry of Justice under No. 16999.

The new procedure for certification of teaching staff takes into account the requirements of the Federal State Educational Standard for the conditions for the implementation of training programs. The Regulation establishes high requirements for the qualifications of teachers and their personal qualities.

The essence of certification of teaching staff

Certification is calleda procedure that determines the level of professional competence of a teacher, and also checks the results of his activities on the basis of a comprehensive assessment of work.

The purpose of certification of teaching staff is to establish the compliance of an employee of an educational institution with a qualification category and a position held.

Classification

Certification of teaching staff in education can be:

  1. Voluntary. The assessment is carried out at the request of an employee of an educational institution to establish the first or highest category.
  2. Required. Such certification of teaching staff is carried out to confirm the compliance of persons with their positions based on an analysis of their professional activities.

Currently, there is a trend to improve the educational process. In accordance with this, the professionalism of teachers and qualifications should be improved. Certification of teaching staff allows you to identify weaknesses in the system of training employees.

Certification of teaching staff: changes in the rules

In accordance with the new Regulation:

  1. Commissions to assess the suitability of employees for their positions are created in an educational institution.
  2. The frequency of certification of teaching staff is 1 time in 5 years. In this case, the validity period of the category is not extended.

Federal requirements for the qualification of workers applying for the first or higher category have been changed.

First category

Based on the results of the analysis of the certification of teaching staff, the 1st qualification category is assigned to employees:

  1. Ensuring stable performance of students in programs based on the results of monitoring carried out both by the organization itself and in the manner prescribed by government decree No. 662 of August 5. 2013
  2. Those who make a personal contribution to improving the quality of the educational process, improve the methods of education and training, pass on their own positive experience to colleagues who take an active part in the activities of methodological associations of educational workers of the organization.
  3. Providing the identification and development of students' abilities for intellectual, physical culture and sports, creative activities.

Assignment of the highest category

It is carried out by employees:

  1. Ensuring that students achieve positive dynamics in the level of mastering programs based on the results of monitoring, both carried out by the organization and carried out in the manner prescribedGovernment Decree No. 662.
  2. Those who make a personal contribution to the process of improving the quality of education through the use of more advanced methods, productive use of technology, transferring their positive experience, including innovative and experimental work to teaching staff.
  3. Taking an active part in the activities of methodological associations, the development of program and methodological recommendations, professional competitions.

Forms for presenting results of work

In each subject of the Russian Federation, the Ministry of General and Vocational Education issues an order, on the basis of which certification of teaching staff is carried out. The document specifies the forms of presentation by employees of the results of their work. To confirm the compliance of employees with the positions they occupy, the forms are:

  1. Work program, tickets, testing, lesson notes.
  2. Educational project.
  3. Research (creative) work.
  4. Model of activity in any actual direction of development of the educational process.

To assess the level of qualification and determine its compliance with the established requirements, the forms for reporting the results are as follows:

  1. Analytical report.
  2. Presentation of manuals, author's educational programs and teaching aids.
  3. Scientific and practical conference.
  4. Public defense of experimental developments.

A personal page is understood as a page that may be part of an educational portal, including an educational institution. Information posted on social networks ("VKontakte", "Odnoklassniki", etc.) is not taken into account.

Application Attachments

In accordance with the Regulations on the certification of teaching staff, the list of documents attached to the application for the first / highest category includes:

  1. Expert opinions.
  2. Review of the lesson/lesson with children, pedagogical analysis.
  3. Analysis of the event (with parents, teachers, social partners).
  4. Feedback on the teacher's classes add. education and lesson analysis algorithm.
  5. Feedback on the lesson of a speech therapist teacher, defectologist, pedagogical analysis of the lesson (for employees of a compensating preschool educational institution or teachers working with children with a complex structure of defects).

When applying:

  1. You must have a passport for the first category.
  2. For the highest - a passport and a copy of the certification sheet for the previous test, certified by the employer.

Copies are also mandatory:

  • Diplomas of secondary or higher vocational education.
  • Documents on the change of full name, if any.
  • A cover letter (characteristic) confirming the level of competence and professionalism. It is formed by the head of the educational institution.

Documents in a folderare assembled in accordance with the requirements set out in the expert opinion.

The application is submitted in 3 months, and the individual folder is formed in 2 months. until the end of the category validity period.

Treatment duration

Certification of teaching staff is carried out within 2 months. In addition, a month is provided for a decision by the commission.

According to the results of the certification, the employee’s compliance or non-compliance with the position being filled is ascertained.

MRKO

Industry regulations provide for a simplified form of attestation of scientific and pedagogical personnel. For this, a personal account is used in the Moscow Register of Education Quality (MRKO).

Certification of teaching staff is carried out according to the following scheme:

  • The worker applies through his personal account.
  • The person responsible for supporting the procedure sees the application and attaches to it a copy of the previous certification sheet and a cover letter. It confirms the authenticity of the certification sheet and the absence of violations by the teacher in accordance with Article 48 of the Federal Law 273. After that, the responsible person will agree on the simplified certification procedure.
  • After completing the support of the application, the teacher independently sends the documents to the SAC (commission). To do this, click on the "Submit" button.
  • After reviewing the documents, the SAC establishes the category. This order is placed insystem after signing.

Nuances

In accordance with the changes made by the Ministry of Education and Science, the categories assigned, as well as pedagogical titles based on the results of the last certification conducted for employees teaching 2 or more subjects who did not undergo advanced training before the changes came into force, apply to the entire load until the next check.

Employees who have a workload in several disciplines are certified according to the one they teach in their speci alty. The qualification category applies to all subjects.

Verification criteria

The results of the assessment by specialists of the Ministry of Education and Science of the activities of teachers in an educational institution have been added to the previously existing indicators. Teachers should not only prepare 2-3 best students, but also strive to identify and develop the abilities of all children, try to help those who are lagging behind.

In accordance with the new rules, expert opinions on the assignment of the first / highest category should be published on the websites of state bodies on the Internet. Employees who are denied the highest qualification are en titled to re-apply after a year.

Extraordinary certification for advanced training can be carried out no earlier than 2 years after receiving the previous category.

Attestation commission

It should include a chairman, his deputy, members and a secretary. In addition, a representative of the primaryunion, if formed.

Members of the commission who disagree with the adopted expert decision have the right to add a separate opinion to the minutes.

Who doesn't qualify?

Employees are exempt from mandatory screening:

  • in office for less than 2 years;
  • who have been ill for more than 4 months;
  • pregnant/maternity leave teachers

However, if an employee expresses a desire to undergo certification, he cannot be refused.

Confirmation of compliance with the position

During this stage, the commission evaluates and checks the skills, abilities, knowledge of the teacher. The methodology and professionalism of communication with students are analyzed.

As a result, a decision is made about the professional suitability of the teacher.

Get category

Employees who have the second category or the first category, which is expiring, can apply for the first category.

For the highest category, a teacher must have the first qualification within 2 years or the highest qualification, the period of which is ending.

Additional features of the procedure

Applications for certification to assign a category are submitted by employees, regardless of the duration of their activity in an educational institution, including while on parental leave.

The expiration of the period of validity of the highest category does not deprive the employee of the right to subsequently apply to the certification commission with an application for the establishment of the highest category for the same position as part of the certification.

If an employee transfers to another institution, including one located in another region of the Russian Federation, the category assigned to him is retained until its expiration.

The employee can appeal against the results of certification according to the rules provided for by the legislation of the Russian Federation.

Attestation organization model

It is being developed in every region of the Russian Federation. For example, in the Sverdlovsk region, the procedure organization model includes:

  1. Fixing the results of professional activities, control activities during the inter-certification period (from 2 to 5 years).
  2. Professional development. Courses must be organized at least once every 3 years.

  9. Determination of the form of presentation of the results of work for the inter-certification period.
  10. Approval by the head of the educational institution on the organization of certification.
  11. Writtennotification of employees about the time, place and date of certification.
  12. Examination of the results of professional activity to verify that the qualification level of each employee meets the requirements for the first / highest category.
  13. Fixing the results in the certification passport and the protocol of the expert commission.
  14. Providing materials to the SAC.
  15. Meetings of the state commission, execution of an order to approve the decision.

Work on certification for compliance with the position: scheme

To check the compliance of the employee with the position he fills, local acts of the educational organization are developed and approved in the manner prescribed in the charter. Among them: the certification schedule, the form of presentation and the administrative act, the protocol of the commission meeting and an extract from it.

  6. Conducting qualification tests of the results of professional work for the inter-certification period.

Conclusion

The task of the methodological department of an educational institution is to inform the teaching staff about the adopted changes. It is necessary to form a clear understanding among employees of the fact that without attestation they will not be able to work in the field of education.

The commission must see the one hundred percent training of the teacher. The employee needs to show and reveal all the knowledge that he has. The issue of preparation for certification should be given special attention. Correct paperwork will be of great importance.
